Why you cannot buy Mexoryl in the US: 24 FDA labels, all L'Oreal, all marked export only

The usual answer to "why is Mexoryl not sold in America" is that the FDA never cleared it. That is true, and it is not the whole picture, because the FDA holds 24 drug labels that name a Mexoryl filter right now. Every one of them carries the same marketing category: export only. Every one was filed by the same company: L'Oreal USA Products.

An export-only filing describes a drug made in the United States and sold somewhere else. So the short version is that these sunscreens are made here and shipped out. The brands on the labels are Garnier Ombrelle, which is L'Oreal's Canadian sunscreen line, and Kiehl's.

What the two filters are

  • Drometrizole trisiloxane, sold as Mexoryl XL. It appears on 23 labels. All 23 are export only.
  • Ecamsule, sold as Mexoryl SX. It appears on 3 labels. All 3 are export only.

Neither filter returns a single entry in the FDA's National Drug Code Directory, the list of drugs currently listed for the US market. Two searches, two zero results, on September 7, 2026. The filings exist only in DailyMed, which is where labels live.

Two things stand out in the dates. Twenty-two of the 24 were republished on the same day, January 9, 2026, which is what a company-wide label refresh looks like. And the version numbers run as high as 14, so these are not abandoned filings: they are maintained.

How we counted

We searched DailyMed for nine sunscreen filters that the US monograph does not list, then read the marketing category out of every label that came back. 52 distinct labels carry at least one of the nine. They split like this.

Bemotrizinol is the interesting contrast. It appears on 19 labels, and only 4 of those are export only - the rest sit under other categories, and four are the 2026 filings made after the FDA added the filter to the monograph. We went through all 19 separately. Mexoryl has no equivalent: there is no 2026 order for it, and so no filing that claims the monograph.

What this does not tell you

An export-only label is a statement about where a product may be sold, not a judgement about the ingredient. It does not mean the FDA reviewed these filters and rejected them, and it does not mean anything about how well they work. It means L'Oreal manufactures these products in the United States, files them as required, and sells them in markets whose rules permit the filters.

It also does not mean you cannot obtain them. Ombrelle is sold openly in Canada. What the filings show is that the manufacturing is here and the market is not.

What we could not confirm

  • Where each product is actually sold. The filing says export only, not the destination.
  • Whether ecamsule was ever listed in the drug code directory in the past. We read the directory as it stands today, and it returns nothing for either filter.
  • Whether any of the 24 is still in production. A maintained label is evidence of intent, not of output.
  • Whether other filters we did not search for would add to the count. We searched nine, and we list which nine above.

Questions

Is Mexoryl banned in the United States?
Neither Mexoryl filter is in the over-the-counter sunscreen monograph, so a sunscreen containing one cannot be sold here on that basis. That is different from a ban. The 24 US labels that name them are all filed as export only.
Are Mexoryl sunscreens made in America?
The filings say so. An export-only drug label describes a product manufactured in the United States for sale in another market, and all 24 of these are filed by L'Oreal USA Products.
Which brands are on the labels?
Garnier Ombrelle, which is L'Oreal's Canadian sunscreen line, and Kiehl's. Both are L'Oreal brands.
Could Mexoryl be added the way bemotrizinol was?
Bemotrizinol was added by a final administrative order in 2026 after DSM asked for it. We are not aware of an equivalent order for either Mexoryl filter, and we do not predict regulatory decisions.
