Why you cannot buy Mexoryl in the US: L'Oreal files 25 labels and marks every one export only

Corrected September 10, 2026. The first version of this page, published September 7, counted Mexoryl SX only under the name ecamsule. Labels also file it under its cosmetic name, terephthalylidene dicamphor sulfonic acid, and counting both finds more: L'Oreal's export-only labels number 25, not 24; Mexoryl SX appears on 11 labels, not 3; and one of those 11 is not export only. Every figure below now comes from each label's own list of active ingredients, with every name a filter is filed under counted.

The usual answer to the question of why Mexoryl is not sold in America is that the FDA never cleared it. That is true, and it is not the whole picture. 26 drug labels on the FDA's database name a Mexoryl filter. 25 of them were filed by the same company, L'Oreal USA Products, and every one of those 25 carries the same marketing category: export only. The other is a Korean sunscreen filed as an unapproved drug.

An export-only filing describes a drug made in the United States and sold somewhere else. So the short version is that L'Oreal makes these sunscreens here and ships them out. The brands on its labels are Garnier Ombrelle, which is L'Oreal's Canadian sunscreen line, and Kiehl's.

What the filters are

• Drometrizole trisiloxane, sold as Mexoryl XL. It appears on 23 labels. All 23 are L'Oreal's, and all are export only.
• Ecamsule, sold as Mexoryl SX, and filed on many labels as terephthalylidene dicamphor sulfonic acid. Under either name it appears on 11 labels. Ten are L'Oreal's export-only labels. The eleventh is P.CALM Water Barrier Suncream, filed by LIFE WITH CORPORATION Inc. in July 2024 as unapproved drug other.
• Mexoryl 400, the filter in La Roche-Posay's European Anthelios UVMune 400, appears on no US label at all.

No Mexoryl filter returns a single entry in the FDA's National Drug Code Directory, the list of drugs currently listed for the US market, under any of the names above: four searches, four zero results, on September 10, 2026. The filings exist only in DailyMed, which is where labels live.

L'Oreal's 25 labels

Two things stand out in the dates. Twenty-three of the 25 were republished on the same day, January 9, 2026, which is what a company-wide label refresh looks like. And the version numbers run as high as 14, so these are not abandoned filings: they are maintained.

How we counted

We searched DailyMed for eleven sunscreen filters that the US monograph did not list before 2026, each under every name it is filed under, then read the marketing category and the active ingredients out of every label that came back. A label counts only if the filter is among its active ingredients. 64 distinct labels carry at least one of the eleven. They split like this.

Bemotrizinol is the interesting contrast. Under both of its names it appears on 31 labels, and only 7 of those are export only. Eight are filed as OTC Monograph Drug, the category a product uses when it relies on the monograph, which bemotrizinol joined in 2026. We list the current bemotrizinol filings separately. Mexoryl has no equivalent: there is no order adding it, and so no filing that claims the monograph.

What this does not tell you

An export-only label is a statement about where a product may be sold, not a judgement about the ingredient. It does not mean the FDA reviewed these filters and rejected them, and it does not mean anything about how well they work. It means L'Oreal manufactures these products in the United States, files them as required, and sells them in markets whose rules permit the filters.

It also does not mean you cannot obtain them. Ombrelle is sold openly in Canada. What the filings show is that the manufacturing is here and the market is not.

What we could not confirm

• Where each product is actually sold. The filing says export only, not the destination.
• Whether P.CALM Water Barrier Suncream has been sold in the US. Its label is on DailyMed; it is not in the drug code directory.
• Whether ecamsule was ever listed in the drug code directory in the past. We read the directory as it stands today, and it returns nothing for any Mexoryl filter.
• Whether any of the 25 is still in production. A maintained label is evidence of intent, not of output.
• Whether filters we did not search for would add to the count. We searched eleven, under every name we know for each, and list them above.
